Any educational assistant who works in a Title I school is referred to as a Paraprofessional. Paraprofessionals must meet Highly Qualified(HQ) guidelines as defined by the No Child Left Behind Act of 2001 which states "The paraprofessionals must show competency (e.g., be qualified)".
Definition of Highly Qualified
The No Child Left Behind (NCLB) guidelines require that paraprofessionals(educational assistants) who provide instructional services must have fulfilled one of the following to meet the highly qualified requirements:
- Obtained an associates or higher degree or
- Completed two years of study at an institution of higher education or
- Passed a test that demonstrates knowledge of, and the ability to assist in the instruction of reading, writing, and mathematics
