In response to the fatal school bus crash that occurred on December 2, the Knox County Schools has notified the bus contractors operating the vehicles involved in the collision that their contracts to operate school buses are formally under review.
The contracts of Rick Fawver, who operates five school buses including bus 57, and Robert Burroughs, who operates ten school buses including bus 44, are under review by the school district pending the investigation of the incident by local, state, and federal law enforcement and transportation officials. The review process is stipulated in the bus operator’s contract, and it is required should it be necessary to terminate the contract.
On Saturday, Fawver voluntarily offered to discontinue his transportation services contract with the Knox County Schools. This proposal has been approved by Knox County Schools officials, and operation of Fawver’s five bus routes have been re-assigned to Lynch Bus Lines, LLC.

“We put the two school bus contractors on notice that their contracts were under review pending the outcome of the investigation. Given the catastrophic nature of the school bus crash, I think this is a prudent and necessary step,” said Jim McIntyre, Superintendent of the Knox County Schools. “Fawver’s contract to provide school bus service to the Knox County Schools has now ended. Going forward, we will continue to do everything in our power to ensure the safety of our children participating in the school transportation program.”
